Does anyone know if anything can be modified to a stock turbo for 2004 jetta gls 1.8T? and would it be worth it? For example a different waste gate/blow off valve does it make any sense to do any of this? Please help!

NO.

Just go bigger if you wont more. adding to Stock Turbo just makes them fail faster.
