new car got a few questions

1) i am thinkin about getting the "halo" headlights because my stock ones are really yellow, so here is my question i know if you dont have factory fogs you have to set em up but my car HAS the foglights in the housing but it only has the 2 mode switch in side n there is no way for me to control them, my question is do i just need the switch or do i have to do the whole setup???
2) my windshield fluid doesnt spray with alot of pressure and the nozzles look fine
3)my wipers dont wipe very fast at all, i dont know if this is how they are set up or what, i mean i have the intermittent setting, low, then what should b high is only a TINY bit faster than the low to the point where if it was a bad rain storm it would be very dangerous, so is that the normal speed or is something wrong?

you should be able to plug in the halo's on the stock loom, i've done in an 2 cupraR's and had no problem.
