Jetta stalls while drving 65 mph

I have a 2002 jetta than runs great and when the gas level gets below 1/4 and driving on level land the engine dies for about 5 seconds and then comes back on? Could this be the gas cap is creating a vaccuum? The fuel filter is not old? Should I just replace the fuel pump? I want to sell this car but I don't want to leave it to someone with this problem? thx. Crying or Very sad
