 demist fan now only works on setting 4 |

I have a 2005 polo and since I purchased it the demister fan has stopped working first setting 1 then 2 then 3 - now it only works on 4 - apart from being too loud to talk easily in the car I am wondering how long it will be before 4 becomes inoperative. I dismantled the controll knob and it is OK so now I am thinking that it is the fan itself or wireing ? Vw wouldn't put a two year fan in a vehicle of theirs would they? 
am I a consumer and not a car owner anymore?

there is afan resister that controls voltage to the (Dimister fan)
I beleive you are talking about the cadin fan inside the car right?
the voltage resister is bad it needs to be replaced. they somtimes fail to soon.
