Air Con only works at speed of 50+

hello all,

my aircon has started to act up. It's a 2000 Golf and it's been in storage for 9 months and now, the aircon does not work unless I am traveling at freeway speeds of 50mph or above. When in town or traffic, it blows hot air.

I have tried to re-charge it, but the low-side port does not seem to be taking any gas. Either the clutch is not kicking in or the motor only runs at speed??

Any thoughts??
